We are all LORD SHIVA's incarnations only - manifested out of his grace - for a specific purpose, which unforunately we are not pursuing vedic knowledge and realising ! never mind - Pl start now - if I may say so - Regards. He is the first and foremost supreme Lord. He is in principle responsible for "Srishthi, Sthithi, and Laya". Later he sub-delegated the responsibility of Stithi, the creation to Lord Vishnu. The action Laya, termination is retained with him. It is often mistaken that he is the terminator so Rudra. The word termination here means Salvation or merging of Soul with the ultimate soul. This responsibility does not call for any reincarnation. Brahma, the creator is to start and to form living and non living beings. Hence his responsibility does not call for reincarnation. Of course, Lord Vishnu being the protector needs to appear wherever, wherever chaos prevails to fulfill the function of Protection. It is often seen that out of extreme feelings of Bhakti, devotion, liking one imagines his subject equals to the Lord. There are several examples we come across. With this feeling one may call his subject as incarnation of Lord Shiva. But Lord Shiva is always described as a person sitting in Dhyana pose and immersed in deep penance.
