KYKL suspected to be behind blast at ISKON`s Manipur complex New Delhi, Aug 17: Outlawed militant group Kanglei Yawol Kanna Lup (KYKL) is suspected to be behind August 16th blast at ISKON complex in Imphal, a senior Union Home Ministry official said here today.

 

Though none has claimed responsibility for the blast which claimed four lives and left 66 others, including two Americans, injured, the hand of KYKL is suspected, he said.

 

The Meitei militant group, KYKL, which was formed over a decade ago, has been indulging in extortions and are said to have demanded a hefty amount from the ISKCON`s chief priest.

 

Refusal to pay the amount led to the lobbing of "Chinese-make hand grenades" at the Sankirtan place from outside the complex when the shrine was teeming with Janmasthami devotees, the official said.

 

He said the centre was in constant touch with the Manipur Chief Secretary and Director General of Police and reviewing the situation from time to time.

 

Police clarifies casualty figures in explosion

 

Meanwhile, police said four persons were killed and 66 injured in yesterday`s explosion at the complex of International Society for Krishna Consciousness (ISKON) at Tulihal airport area in Imphal west district of Manipur.

 

They said the four persons who were killed were H Birkumar (76), Dr K Bimod Kumar (65), W Anil Singh (9) and Angom Blodin (12)-- all from Imphal area.

 

While the body of Bimod Kumar was handed over to his family members today, those of the remaining three would be cremated at the ISKON complex here, they said.

 

Official sources had said yesterday that five persons were killed and over 50 persons injured when a powerful bomb or a grenade was hurled at the crowded ISKON complex last evening during Janmasthami celebration.

Kanglei Yawol Kanna Lup

Formation

Kanglei Yawol Kanna Lup (KYKL), meaning "the Organisation to save the revolutionary movement in Manipur" is a Meitei terrorist group formed in January 1994 following merger of the Oken faction of the United National Liberation Front (UNLF), the Meiraba faction of People's Revolutionary Party of Kangleipak (PREPAK) and the Ibo Pishak faction of the Kangleipak Communist Party (KCP).

The outfit suffered a major setback after its inception when two of its top leaders—‘chairman’ N. Oken and ‘commander-in-chief’ N. Thouba Singh, were reportedly arrested on an unspecified date. Earlier during 1995-96, a large number of its lower-ranking cadres either deserted the outfit or surrendered before the security forces. Further in 1996, the outfit split into—the KYKL (O), led by Namoijam Oken and KYKL (T) led by Achou Toijamba. However, after five years of inter-group rivalry, the Oken and Toijamba factions decided to reunite sometime in mid-February 2002. Reports indicated that the move was prompted by the purported objective of unity among various terrorist outfits in the region.

Objective

The purported objective of the KYKL is to ‘rebuild’ the Manipuri society by clearing it of all vices like immoral activities, drug trade and corruption. According to the KYKL ‘Public Relations Officer’ S.K. Loya, the group stands for ‘nationalism’ of the entire Northeastern region to be based on the principle of "all for one and one for all". Towards the end of 2001, the outfit launched ‘Operation New Kangleipak’ (ONK), an ‘anti-corruption’ campaign to ‘clean up’ the educational system in Manipur. While the outfit continues its activities under the ONK, it has also pledged open support to other terrorist groups who reportedly work against the narcotics trade, drug addiction, immoral activities and corruption in the society.

Leadership

Following reunification in 2002, the outfit has formed an ad hoc ‘central executive committee’, with Achou Toijamba as ‘chairman’ and Keisham Yaima as the ‘general secretary’. It has also formed a ‘military commission’ known as Meeyamgi Yawol Lanmee (MYL), which is jointly headed by Namoijam Oken and Toijam Ibochou. Keirungba Khuman is the ‘deputy finance secretary’ in whose name extortion notes to the general public are reportedly issued.

Areas of Operation

The outfit primarily operates in the four valley districts of Imphal East, Bishenpur, Thoubal and Imphal West in Manipur.

Source of Funding

KYKL funds its activities primarily through extortion that it collects jointly with the Nagaland-based National Socialist Council of Nagaland-Isak Muivah (NSCN-IM). For instance, media reports had indicated that an unidentified faction of the KYKL had aimed to extort between Rupees 20 million to 30 million during the February 2002 Legislative Assembly elections in Manipur.

Linkages

The outfit has close linkages with the Nagaland-based NSCN-IM. Further, indications of a re-grouping of terrorist outfits in the region was visible towards the later part of the year 2002 with the nexus between the Zomi Revolutionary Army (ZRA), Kanglei Yayol Kanna Lup (KYKL) and the NSCN-IM. Besides, the KYKL has also developed ‘working arrangements’ with the Meghalaya-based Achik National Volunteer Council (ANVC). Reports have also indicated that KYKL maintains links with the Khaplang faction of the NSCN (NSCN-K) with the latter providing training and shelter to KYKL cadres at its bases in Myanmar.

Incidents

2006

April 9: Two KYKL cadres, Moirangthem Ibungochouba Singh alias Sangai and Saikhong Anand Singh, are arrested from Kakching in the Imphal East district. One hand grenade, four rounds of AK ammunition and incriminating documents were reportedly recovered from their possession.

March 28: The Imphal East district police arrested a KYKL cadre, Khumanthem Shyam Singh alias Rohen, in a search operation at palace gate.

March 18: A former KYKL cadre, 'Sgt' Mayanglambam Bijen alias Bicky, is shot dead by militants at Chirang Ching in the Chandel district, for his alleged 'unauthorized quitting of the outfit and acting as an agent of the security forces'.

February 27: A KYKL cadre, Th. Manihar Singh, is arrested from Mayang Imphal area in the Imphal West district. Based on information provided by him, another cadre of the outfit, W. Suranjoy Singh, is arrested from Maning Khunou.

February 27: The KYKL imposes certain restrictions in connection with the Class XII and HSLC examinations commencing on March 1 and 2 respectively. The outfit bans the use of unfair means in these examinations, and asks all concerned officials to perform their duties effectively and responsibly. It also promises appropriate action against anyone interfering with examination officials in the proper performance of their duty. In a statement, the KYKL also asks all sections not to call any form of general strikes, or blockades in the period from March 1 till April 1, when the examinations will conclude.

February 26: KYKL cadres assault office bearers of the All Manipur Taekwondo Association for their alleged ‘failure to keep an agreement reached with the outfit’s Special Task Force way back in January 2005’. However, taekwondo officials allege that the outfit is interfering in the affairs of the association on behalf of its former general secretary, identified as Kongkham Indubhushan.

February 19: Three KYKL cadres are arrested by a combined counter-insurgency squad of Assam Rifles personnel and Thoubal district police at Kakching Khunou.

February 13: KYKL asks the KCP to ‘produce within a week a white paper on the charges leveled against’ the journalist Ratan Luwangcha, who is attacked and wounded by cadres of the KCP on February 8.

February 6: Two youths, Kshetrimayum Comanden Singh and Nongmaithem Hem Singh, are shot at and wounded by three suspected cadres of the proscribed KYKL for allegedly taking drugs at Kakching Kakyai Mayai Leikai under Kakching police station in the Thoubal district.

February 6: A suspected woman symphathiser of the KYKL, Thangjam Shileima Devi, is arrested by the Imphal west police from her home at Sagolband Tera Khuraijam Leikai under Lamphel police station.

January 30: A suspected KYKL cadre is shot dead at Thambalkhong Sabal Leikai under Porompat police station in the Imphal East district. One Chinese hand grenade is recovered from the possession of the slain militant. Another cadre of the outfit, however, manages to escape.

January 28: A KYKL cadre, Athokpam Dolendro Meitei alias Amarjit, is arrested from Top Khunou under Porompat police station in the Imphal East district.

January 14: KYKL announces that if Th. Chaoba, the ex-state Bharatiya Janata Party (BJP) unit president, ‘‘is not expelled after the January 17 elections, all those elected should resign from BJP.''

January 10: KYKL rejects the appeal issued by the 28 BJP candidates contesting the civic elections to lift ban on them. Manipur Unit President of the party and the former Union Minister for Sports, Chaoba Singh, resigns from the party post, subsequent to f the outfit’s threat to target its leaders, workers and candidates campaigning for local body elections to be held on January 17.

January 8: The proscribed KYKL prohibits the participation of any BJP candidate in the forthcoming civic bodies’ elections. The outfit’s ‘deputy secretary, publicity and research’ says that no electioneering activity by the BJP candidates will henceforth be allowed.

 

2005

December 29: Four children are injured in a KYKL triggered Improvised Explosive Device (IED) blast at Ngariyan community hall on the Old Cachar road connecting the Bishnupur and Tamenglong districts.

December 23: Deputy Inspector in the Education Department of Imphal East district, Sanasam Biren Singh, is paraded and shot at his left calf as ‘punishment for alleged corruption’ by the KYKL under its anti-corruption programme Operation New Kangleipak.

December 20: Two KYKL cadres, Laishram Basanta Singh and Urikhaibam Manglen Singh, are arrested from Keirak under Kakching police station in the Thoubal district.

December 11: A former KYKL cadre, Laiphrakpam Dilip Singh, is killed by unidentified militants at Leishoi Leikai under Moirang police station in the Bishnupur district.

December 9: Four cadres of the KYKL, identified as Lukram Romen Singh, Konthoujam Kuber Singh, Huidrom Setha Meitei and Maibam Khumai Meitei, are arrested from the Shikhong area in the Thoubal district.

November 30: A KYKL cadre, Sharungbam Surjeet Singh, is arrested along with a UNLF cadre, Sanabam Apik Singh, from Yambem village in the Thoubal district.

November 10: KYKL claims responsibility for the November 8 bomb explosion in the Imphal city and says that a particular shop has been targeted as it has refused the outfit’s demand of ‘tax’. Another youth, Chongtham Ibomcha, injured in the explosion, succumbs to his injuries, increasing the number of dead to two.

November 3: Cabinet Committee on Security (CCS) extends the ban on four militant outfits, including the KYKL operating in Manipur, for two years. Addressing press persons after the CCS meeting chaired by Prime Minister, Dr Manmohan Singh, Defence Minister Pranab Mukherjee says that the Union Government has decided to extend the ban on UNLF, PLA, KCP and KYKL. He also informs that the ban is extended as the outfits still continue to indulge in unlawful activities in India’s North East.

November 2: KYKL has imposed a ban on Melas (local fairs) saying, "these Melas have become a bed rock of immorality, obscenity and drug abuse." The outfit’s ‘Deputy Secretary Publicity & Research’, Apabi Mangang, claims that Melas "help in a big way in the larger strategy of the Government of India to corrupt the people of the State morally, economically and politically."

October 29: Two KYKL cadres, Salam Joychandra alias Abong and Oinam Naocha, are arrested from Chandapur Meitei Leikai under Kumbi police station in the Bishnupur district.

October 16: Three youths are shot on their calves by suspected KYKL cadres for their alleged ‘addiction to Spasmo Proxyvon’, at Turen Wangma under Kakching police station in the Thoubal district.

October 2: A KYKL cadre, Ningombam Ibomcha Singh, is arrested from Pangal Tabi. Two rounds of AK ammunition and a demand letter of the outfit are recovered from his possession.

October 1: The KYKL imposes a ban on the activities of the KCP-P. The outfit says that KCP-P cadres will be "awarded capital punishment if they continue with their activities".

September 29: Two KYKL cadres, Wahengbam Manglem alias Rajen and Phairenbam Chandrakumar Singh alias Kumar, are arrested from the Moirang Lamphai area in the Churachandpur district.

September 26: A KYKL cadre, Konsam Romen alias Somen alias Sikteen, is arrested from Kumbi Setapur Mayai Leikai in the Bishnupur district.

September 25: A KYKL cadre, Thounaojam Basanta alias Tily alias Sanathoi Singh, is arrested from Waheng Khuman Mayai Leikai in the Thoubal district.

September 4: Two KYKL cadres, 'lance corporal' Thounaojam Jiten Meitei alias Ibungo and 'lance corporal' Thongam Hemanta Meitei alias Premjit, are arrested from Leikinthabi area in the Imphal East district.

September 1: The headmaster and an assistant teacher of Abdul Ali High Madrassa (seminary), Mohammed Sikander Ali and Mohammed Abdul Halim, are assaulted and paraded before the media by KYKL cadres for allegedly mis-utilising the funds of the school, tampering with their service books to extend their service, and selling off the rice meant for mid-day meal scheme. Ali has been asked to return the salary he earns after his retirement date.

August 11: A KYKL cadre, Waikhom Inao Meitei alias Rupachandra, is arrested from the Tera Bazaar area of Imphal West district.

August 10: Four civilians are killed and two others wounded in crossfire between SFs and KYKL cadres at Umathel under Waikhong police station in the Thoubal district. While the militants have managed to escape, three magazines of AK 47 rifles with 70 to 80 fired cases along with fired cases of lathode bombs and RPG rockets are seized from the incident site.

August 3: A KYKL cadre, Laiphrakpam Dillip, allegedly involved in extortion activities, is arrested from Moirang Bazaar area in the Bishnupur district.

August 2: A KYKL cadre, Khwairakpam Inao Singh alias Ramakanta, is arrested from his residence at Lamshang Mayai Leikai locality in the Imphal West district.

July 7: A KYKL cadre, Chirom Hemanta alias Erei, of Waikhong Bazaar, is arrested from Tumukhong in the Imphal East district.

July 3: A civilian, earlier abducted by the KYKL for ransom, is rescued from Pandon area in the Imphal West district.

June 27: A senior accountant and an official of the Manipur education department are kneecapped by the KYKL at an unspecified place. Both the persons have earlier been ‘charged of’ siphoning Rupees 20 lakhs each from the departmental funds and are ‘set free’ by the outfit after shooting them on their legs.

June 21: KYKL has ‘banned’ civilians from attending or taking part in civic action programmes taken up by the paramilitary forces and Indian Army. The outfit threatens to execute people who attend such programmes.

June 18: Two KYKL cadres, Ningthoujam Ojit and Leitanthem Ibomcha, are arrested from Tera Sapam Leirak and Langthabal Phuramakhong areas of the Imphal West district.

June 18: A KYKL cadre, MSanta alias Ibungo alias Jet, is arrested from Kiyam Siphai Babu Bazaar area in the Imphal city.

June 12: A KYKL cadre, Ngangbam Mangal Singh alias Ibungo, is arrested from Khuman Lampak bus terminus area in the Imphal West district.

June 9: A KYKL cadre, Loktongbam Bedanta, is arrested at Sagolband in the Thoubal district. One 9 mm Norinco pistol along with magazine containing six rounds and Rs 15000 are recovered from his possession.

May 24: A suspected KYKL cadre, Thiyam Chaoba, is killed at Kasom Khullen in the Ukhrul district. A Chinese pistol with magazine, five rounds of ammunition and incriminating documents are recovered from the incident site.

May 24: A KYKL cadre, Thoudam Biramani, is arrested at Achanbigei Awang Leikai in the Imphal East district.

May 22: Two KYKL cadres are arrested from Sekmaijin in the Imphal West district.

May 19: Three Education Department officials are kneecapped by the outlawed KYKL cadres at an unspecified place in the Churachandpur district accusing them of corruption of Manipur. According to reports, the three officials who had surrendered to the outfit earlier were paraded before a media team and then shot in their legs. Further, 49 teachers, allegedly appointed through corrupt means, were also paraded by the outfit and asked not to serve in the Education Department in future.

May 18: Four militants, including a KYKL cadre, are arrested from Chingjao area in the Thoubal district. One carbine machine gun manufactured in Myanmar is recovered from their possession.

May 17: A KYKL cadre, Naorem Sandeep Singh, is arrested from the Keishampat Churachandpur parking area in the Imphal West district.

May 15: Three KYKL cadres are arrested from Ngangkhalawai in the Bishnupur district and another is arrested from Pungdongbam village in the Imphal East district.

May 6: A KYKL cadre is killed during an encounter with the police at Dharamsala in the Imphal West district. Two extortion notes are recovered from his possession.

April 27: Three KYKL cadres, including the outfit’s 'deputy finance secretary', are arrested subsequent to a search operation at Phungreitang in the Ukhrul district. A communication device, 22 rounds of AK ammunition, fuse wire, mobile phone, currency notes worth Rupees 1,27,586 and incriminating documents are recovered from them.

April 26: KYKL says, "We have awarded capital punishment to the five youths for their crimes against the revolutionary movement as well as the mothers of Manipuri youths, since they were responsible for drug abuse by a large number of youths of the state."

April 25: KYKL announces its ‘new tax policy’ under which the outfit will stop serving ‘donation letters for huge amounts’ and will collect extensive tax from the people. The outfit, however, says that ‘money in bulk’ will continue to be collected from the corrupt officials, outsiders and from those who earn their money through dubious means. It adds that the policy will remain valid till April 2006.

April 24: KYKL says said that all drug sellers will be killed without any warning while all drug abusers will be punished with a bullet on the leg.

April 22: KYKL claims to have killed five persons at Kshetrigaon for their involvement in drug trade.

April 15: A KYKL militant is arrested subsequent to a search operation at Thoubal Okram in the Thoubal district.

April 15: The proscribed KYKL asks Phanjoubam Tarapot, Imphal correspondent for the Press Trust of India, to issue a public apology by April 17 for what the outfit terms as misreporting of its stand on the ongoing agitation for the introduction of the indigenous Meitei Mayek script in the State replacing the Bengali script. The outfit says that failure to do so will invite 'stern punishment'.

April 13: A KYKL cadre, Laishram Chand alias Tompok of Ngangkha Lawai Awang Leikai, is arrested from the Bishnupur district.

March 30: A KYKL cadre is arrested subsequent to an exchange of fire at Keibul Lamjao area in the Imphal East district.

March 24: Two KYKL cadres, identified as Irom Oken alias Meghajit and RK Naocha alias Sushilkumar alias Rocky, are arrested respectively from Moirang Khunou in the Bishnupur district and from Khurai Chingangbam Leikai area in the Imphal East district.

March 2: The KYKL shot at and injured the owner of a restaurant for violating its diktat of shutting down all cabin restaurants.

March 2: KYKL imposes a ‘curfew’ within 300 meters of all examination centers for the Class XII examination scheduled to start from March 3. The outfit warns to fire upon anybody violating the orders.

February 28: KYKL imposes a ‘ban’ on the functioning of cabin restaurants in the State with effect from March 1 and has asked people to stop visiting such places. A statement issued by the outfit says that such restaurants are a "major factor in the moral degeneration of our society".

February 27: KYKL has paraded two zonal education officers, Athokpam Shamu and Moirangthem Sanatombi Singh, before the media and pronounced them ‘guilty of corruption’. Both are asked by the outfit to resign from their posts.

February 26: The KYKL ‘Deputy Secretary’, Apabi Mangang, warns contractors engaged in construction work of the Education Department to maintain quality and not to make profits.

February 24: Six militant camps, including one of the KYKL, are neutralized at Keibul Lamjao in the Bishnupur district. A huge cache of arms and explosives including one M-16 rifle, one carbine, two pistols, 18 lethode bombs, one RPG, six hand grenades and a large assortment of ammunition, are recovered.

January 6: The outlawed KYKL, intensifying its Operation New Kangleipak, asks the heads of educational institutions in Imphal to impose the eeyongphi phanek (traditional local dress) as uniform for girl students of classes IX and X from the forthcoming academic session, beginning in February.

 

 

2004

December 28: KYKL has reportedly taken hostage a retired school principal and a school cashier for ‘misappropriation of school funds amounting to Rs. 2 lakhs’.

December 17: N Bijoy Singh and R K Ranjan, Vice-Chancellor and Registrar of the Manipur University, are released by the KYKL after being shot in their legs. According to a KYKL statement, both are ‘punished’ for flouting rules in the appointment of the Director of the Audio Visual Research Centre in Manipur University.

 

December 13: KYKL abducts the Vice Chancellor of Manipur University, Dr N Bijoy Singh, and Registrar, Dr RK Ranjan Singh, from the campus.

 

December 13: Two KYKL terrorists, Thongbam Shantikumar and Kwairakpam Rabin Singh, are arrested from the Thanga and Ithing areas of Bishnupur district.

December 14: Security forces kill two KYKL terrorists in an encounter at Larong in the Chandel district and recover two 9 mm pistols with two live rounds, 25 live rounds of AK 47, two hand grenades, among other things from the encounter site.

November 18: KYKL kills one cadre for deserting the outfit to join UNLF in Manipur

November 8: At least eighteen armed KYKL cadres reportedly desert the outfit to join the Manipur People's Army (MPA), armed wing of United National Liberation Front (UNLF) in Manipur.

November 03: KYKL decides to 'execute' seven-drug traffickers under its custody in Manipur and issues a deadline to all drug traffickers and abusers to 'surrender' before November 7.

October 13: KYKL releases the abducted Principal of LMS Law College, Kiran Chand Singh, from captivity at an undisclosed place in Thoubal district. He was abducted from his residence on September 28, 2003.

October 3: Seven KYKL terrorists are arrested by a combined team of Thoubal police, personnel of 3rd Indian Reserve Battalion (IRB) and the Imphal West district police from different places in Manipur.

September 7: KYKL sets free I L Laishram, the abducted bureaucrat, at Sugnu near Imphal after a week in captivity.

August 21: A combined team of the Thoubal district police commandos and 3rd Indian Reserve Battalion personnel kill a suspected KYKL terrorist during an encounter at Nongbalkhong hillock near Ikoppat village in the Thoubal district.

August 11: KYKL issues a diktat to ban cabin restaurants and similar food joints to stop 'immoral activities' with immediate effect.

July 11: A suspected KYKL terrorist is killed during an encounter at Charangching Khunou in the Chandel district.

June 27: KYKL issues 'ban' notices for three branches of the State Council for Educational Research and Training while accusing them of inactivity and indulging in corruption.

June 18: Security forces destroy a KYKL hideout located at Ngariyan hills in the Bishenpur district and kill one of its cadres in the ensuing encounter.

 

 

June 08: Manipur police destroy an abandoned camp of the KYKL at Longumpat in Bishenpur district.

 

 

June 2, 3: Four KYKL terrorists are arrested from various places in the State.

 

 

May 30: Women’s groups, including the All Manipur Nupi Marup and All Manipur Keithel Nupi Lup, announce a social boycott of the KYKL following reports of the outfit’s involvement in the abduction and subsequent killing of an Imphal-based trader.

 

 

May 29: A KYKL ‘lance corporal’ is killed in an encounter with the security forces in Thoubal district.

March 11: Four KYKL terrorists and one SF personnel are killed during an encounter in Oksu village, Imphal East district.

 

 

March 10: KYKL terrorists attack and injure S.K. Women’s College principal N. Shamungou Singh in Nambol, Bishnupur district, for allegedly failing to curb malpractice during the school examinations.

 

 

March 3: KYKL terrorists ‘expels’ three students for ‘examination malpractices’ reportedly with the approval of Council of Higher Secondary Education, Manipur (CHSEM) during the examinations at Pole Star College, Wabagai. The outfit also rebukes two invigilators for ‘negligence’ during the examinations.

 

 

February 10: Five Border Security Force (BSF) personnel are killed in a KYKL laid ambush near Leingangtabi along the Imphal-Moreh road.

 

 

January 12: KYKL claims responsibility for killing a lecturer at an unknown place in Manipur on January 6.

 

 

2002

December 31: KYKL sets free five persons, it had abducted earlier, unharmed at an undisclosed location in the Thoubal district. Earlier, the outfit had issued ‘capital punishment’ to all the five for alleged involvement in ‘corruption’ in the Education Department.

 

 

November 2: KYKL denies involvement in looting of an Oil Pump depot in Manipur, where some six armed-men looted Rupees 30,000 in cash and other valuables on an unspecified date.

 

 

October 25: Imphal West police arrests a KYKL cadre from the Lamshang police station area.

 

 

September 1: Border Security Force personnel arrest a KYKL terrorist, identified as Nongthombam Deepak, from the Rengkai Road area in Imphal.

 

 

September 21: KYKL terrorists attack Nameirakpam Nodiachand, a former State Legislator at Uripok.

 

 

August 6: Border Security Force personnel arrest three KYKL terrorists from various hideouts in the State.

August 29: A media report indicates that KYKL has issued a warning that women not wearing the traditional dress - Phaneks or Sarongs - could face death penalty.

 

 

August 24: Seven terrorists, including a woman cadre of the KYKL-O, are arrested after SFs unearth an underground camp of the NSCN-IM and KYKL-O combine at Ngariyan in Bishnupur district.
