My assumption is that long ago, the usual dress for males was two pieces of cloth - one to cover the chest region and the other used like a dhoti. This is when even stitched clothes were not worn in general. Over time as the human race advanced, stitched clothes came into existance and became fashionable too. As people were adopting this change, the only place it was discouraged was some religious places. It is not surprising to imagine that the people in religious places did not want to give up tradition. Though two pieces of cloth wre used, the top one is so cumbersome to use while someone is doing something using their hands. Hence while they were busy, people used to remove the tope piece and were tying it to their waist and work bear chested. This bacame a normal practice. As time progressed, the dress code in the other walks of life kept on changing but not in some religious places. In the current times, asking males to visit the temple bare chested is just to simulate the dress code practiced in temples and at the same time not to make it too impractical (asking everyone to come with a dhoti and asking people not to enter with trousers). I would imagine this is a compromise between what is tradition and what is practical. Though I don't have any supporting literature, this appears logical to me. With the lapse of time some rituals do loose their utility, but no body dare to change or even allowed to raise their voice against some totally out dated practises. In some religions this may amount to blasphemy. Have heart things will change.
