In good time and with God's blessings, things will come together and fall into place. Suggest you also try to contact some religious groups and organizations in Sri Lanka. Many Tamil Sri Lankans go to Sth India for yatra/pilgrimage, hence they are likely to joyfully do dharma and seva within individual financial means. No matter how much or how little donations they can afford, it will all add up. Gradually things will gather momentum and the Temple will be restored to its former glory and sanctity.
