Is Navamsa the reason for late marriage?

Dear learend members?

 

Why is the native with the folowing chart is not interested in

marriage? What doesn his debilated 7th lord Venus in Navmsa means? Even

in D/1 his 7th lord Mars is debilitated.Scorpio Navamsa Saturn and

Venus both are debilitated in Navamsa. Even jupiter is debilitated, but

being with exalted Mars it is cancelled. Right?
