Yes, this was especially true in Andhra Pradesh, Tamil Nadu (although in both these states there was also the "anti-incumbency factor" in play, vis a vis the local state governments) Uttar Pradesh, Bihar, West Bengal and Kerala. In the latter two, there was also the use of "strong arm" tactics on the part of the communists to coerce voters - especially in West Bengal, to vote for them. Still, I think the Congress leadership understands this... they can't be too much "anti Hindutva"... in fact, they are accused in the English press of using "soft Hindutva" at times to woo voters! :-) That was especially true in Madhya Pradesh before they lost the elections to the obviously more "hardline Hindutva" of Uma Bharati...
