Michael: You can chant the following mantra containing powerful names of Shri Garuda - the Vehicle of Shri Mahaa Vishnu: "Suparnam Vainadeyam cha naagaarim naagabeeshanam Jaivaatraka Vishaarim cha Ajitam Vishwaroopinam Garudmantam khagastreshtam Taarkshyam Kashyapanandanam" The phala sthuthi (sthothra explaining the effects of the above mantra) runs thus: "Reciting the above 12 names of Shri Garuda immediately after getting up from sleep in the morning will ensure that you are not troubled by enemies, victory in battle, success in law-suits and also release from bondage." I hope regular chant of this mantra on your friend's behalf will help in securing justice in your friend's case. Garuda purana is thus read at the time of someone's death. I also find that certain homa kunds(the dias/altars of fire sacrifice) are constructed to resemble the raising Garuda, with the bricks being compared to his feathers. Eye problems can be cured if you donate a Garuda idol made in copper. However I did not find much other references to Garuda.
