Traditionally, according to tenets of dharma shaastra, women have been forbidden to chant the Savitur Gayathri - the mantra that all Brahmin Men are supposed to recite during Sunrise, Midday, and Sunset. Dharma Shaastra tenets are basically guidelines that have been framed so that there is no conflict of interests during our existence. I follow the dharma shaastra as religiously as possible in today's world and as such I would not contemplate challenging the opinions expressed there. There are references of Women performing penance and also many upanishadic authors have been women. However, these fall under "Gnaana Sadhaanaas" for which all are eligible if they are spiritually inclined. Karma Kaanda of Vedas dealing with performance of rituals have taboos and not gnaana kaandaa (upanishads). When we exist on a lower level of spiritual evolution, all rules have to be followed strictly so that we qualify for the next level. When an aspirant is sufficiently advanced and can look with equanimity at any outcome without bothering about the results, then these taboos need not be adhered to. when it comes to worship of Gayaathri Maa, women are DEFINITELY entitled to her worship. The chanting of the Vyaahruthi "Om Bhoor Bhuvah Svah" is allowed for women except on their days of monthly periods. This CAN be chanted 108 times during sunrise, midday and sunset and you can offer arghya - water offering to the DEvi. Similarly, you can also chant "Gaayathri sthothra", "Gaayathri Sahasranaama", etc. The chant from Gaayathri Sahasranaama: "Saptakoti mahaa mantra maataa sarvapradaayinii sagunaa sampramaa saakshi sarvachaitanya roopinii" can be chanted by ALL IRRESPECTIVE OF CASTE, CREED OR GENDER 10 times everyday, and also whenever time permits. There are many, many references elsewhere in the Puranas, but I do not have the time now to give you the exact reference.
