Dear Rupesh: Where did you hear about this, in what context? Sometimes, in Vedic Knowledge, Life is described as going through cycles. Have you heard about the Yugas? The Yugas, are the longest, life-periods, lasting literally, thousands of years, and these are primarily divided into 4. These are SATYA YUGA, TRETA YUGA · DWAPAR YUGA · KALI YUGA. Sat yuga as being the highest or Golden age, and Kali as being the lowest or darkest. Presently we're supposed to be in Kali Yuga. To answer your question then, the rise and/or fall of dharma refers to the "Purity" that's going on. In the Kali Age, the purity or dharma, is the least and during Sat yuga, the purity and dharma is the highest. We're supposed, to however, be in a small period of rise in dharma due to the recent "revival" of Vedic Wisdom, today. Some have said this will be a short 1,000 year blip of some kind of Sat yuga, even within the context of the larger kali yuga. Personally, I think there's another branch of Jyotish which has to do with these longer spans of time, and might even explain the yugas. I believe, that the passage of our Sun, and Solar system, and constellations, traveling around the Galaxy, which takes many thousands of years; (I've heard 150,000), may be about that rise and fall of dharma or Purity.
