I am not good at these things, but I have read that the moon is/has been physically very close to the earth, compared to many years, like, next will be around 2016 (if I remember correctly). I do not know how this affects the weather but it should have an effect. Also a famous Tunusian astrologer has predicted for this year many strange things about the weather. Based on my professional knowledge in the subject, I expect it is not going to be good monsoon season for India. Europe and East Asia might expect warmer than normal summer. He has mentioned that there would be problems due to much rainfall, floods etc. I unfortunately do not have the link to this text. But he is famous for predicting the death of Lady D etc. I think he can be easily spotted by a search on the net. It looks he is using some Arabic version of Astrology, but pretty accurate.
