Rasi is about manifestation, Navamsa is about luck. You can have problem with

manifest tangible things from area of life which is covered by afflicted-planet

in Rasi, but the Navamsa will give good luck. It can also mean that result is

delayed due to lack of situation.

It is better to have planets debilitated in Rasi than in Navamsa, specifically

Scorpio for Moon is bad as problem is not easy solved.
