Chart of Kasparov? Time zone and birth place

Hare Krishna.

Here is some confusion in time zone. Kasparov was born in Baku-capital of

Azerbaijan. Time zone of Baku was 4 hours East at that time. No DST. DST was

introduced from 1981.

 

1963 Azerbaijan was one of USSR state. And R3T time zone for USSR means 3

hours of 3rd Time zone + 1 hour dekret time (decree time or standard time

for USSR) = 4 hours.

 

Apr, 13, 1963, BT=23:45, TZ =+4, Baku, Azerbaijan.
