Request for positions when Neechabhanga of a debilitated planet occurs

Om Sri Rama,

Sir,

We do come across analysis of horoscopes where it is stated that the

planet is debilitated but gets neechabhanga. Some times reason is

given but in some cases no explanation is given. I request

enlightedned to give their views and opinions under which positions a

debilitated planet gets Neechabhang. Can the planet that gets neecha

bhanga be treated as neutral or subha for studying the house which it

occupies?
