Just to confirm our understanding: "The reverse is the order for even Rashis in so much, as these names are cased." Hence there are not just 2, but 4 mentions of the said Shastyamsa division. Ghora would fall in 1 & 60 (one odd sign, one even) ; 27 & 34 (one odd sign, one even). There is significance to all arcs in the subdivisions (not just the D60). :> More is explained in BPHS.
