basics question: Me and Sa parivartana - significance

Respected Guru jis and Dear List members, Namaskar.

 

Can someone kindly explain the

significance of a parivartana

(exchange) between Mercury (8,11th

lord) in 4th house and Saturn(3,4th lord) in 11th

house.

 

Mercury is vargottama, while Saturn

is retrograde.
