Delay can be there because Jupiter in pisces has a very strict requirement for the spouse – she has to be a saint. Venus is AK and in the 4th house so this person has to learn how to show affection/love, and learn how to receive others affection. This is a task that the native needs to work on and most likely they are not seeing the love that they are getting from others. Venus is in Sagittarius – so this person will treat women as goddesses but as Venus is also in Sagittarius navamsa, this will give very few but mostly spiritual alliances.
