Please help me in finding the Ishta Devata for one of my friends.

 

In Navamsa, 12th from Karakamsa is Cancer (empty)

Lord Moon is in Virgo Navamsa with Venus.

 

Which Goddess should I advise as his Ishta Devata, Durga or Lakshmi?
