In the first one, Rahu is excluded, for its materially non-existant nature, and in the second it is included. In calculating Rahu, whether it is or not the karaka, we have to subtract the degree of it from 30, and then we have to see the resultant if it is the highest. Say somebody's highest degree planet is Mars, say 24 degrees, but has a Rahu of 5 degree, so Rahu will actually have been in that sign since last 25 degrees, and thus 30-05 = 25 is the planet with highest degrees.
