Mars rules Aries and *Scorpio. *Ketu co-Rules Scorpio. The definition of exchanges (parivartans) are that a planet in consideration is in the house of another, and vice versa. For example, Jupiter could be in Aries, and Mars in Pisces. Hence, neither Jupiter, nor Mars are in their own signs (Rashi). The counsel (Jupiter) has entered the House of the Commanding Officer (Mars). The warrior (Mars) has entered the House of the MahaRishis. The Rashi reveals the environment. Hope some of this helps.
