If two planets do parivartana (they both have lordship over 2 planets each) .. suppose 1 having over 2-7(venus) and second saturn(10-11) .. You should consider the bhava in which they are present. Eg: If for mesha lagna, Venus is in 8th house and Mars is in the 7th. You would consider parivarthana between 7th and 8th lords and not 1st and 2nd. However, when considering 2nd lord Venus, you will be analyzing it with reference to being placed in the house of mars, owner of 1st and 8th. The stronger of these will be given importance while judging 2nd house.
