Lord of the 3rd or for that matter Lord of any dusthana gives rise to Vipareeta rajyoga in dusthanas only, general placement in any of the 12 houses is not likely to give VRY even if debilitated, is how I think. If in another dusthana he spoils the results of the dusthana thus giving good results of that bhava. Now Debilitated malefic(even if functional here) is even greater malefic and hence destruction of bad effects is also proportionately greater.So the VRY caused thus is much more powerful than that caused by only the dusthana lord non debilitated. About fall, if one undersatnds tha antiquity of vedic jyotish, it should be obvious that what we call yogas or tenets of other systems of astrology have a base in Vedic Astrology only.The reason that they were thought to have come from other system is that in ancient times the practice was to memorise shashtras rather than write it down. Vedic astrology has given results of Aarohi and Avarohi planest in details. This means planet approaching its exaltation and debilitation respectively. The answer to both your question is yes. I have one other question though: does this mean that a "neecha" planet (or one in fall, like the mercury in sagittarius) would mean the same in a VRY as a debilitated planet (as in mercury in Pisces) in a dusthana? or would there be degrees in the strength of the VRY?
