The runing planet of that weekday shall initiate the hora. For example, the first hora on a Sunday will be that of Sun. The order of the hora's depend on the average speed of the planets i.e. slowest to fastest. Hence after the hora of Sun comes Venus hora. I have been taught that the first hora every day initates at 6AM LMT Hope this helps. Right after sending the question I remembered that the calculation of Hora is there in BPHS in strength part, and I searched for it and found it. I thank you still, once again, for the kind reply. For the benefit of others I am pasting the part here. Hora Bal. Hora means planetary hour. Each day from sunrise to sunrise is divided into 24 equal parts of one hour. These Horas are ruled by the 7 Grahas from Sūrya to Śani. The first Hora of the day is ruled by the Lord of the week day. The 2nd one is ruled by the Lord of the 6th week day, counted from the first ruler. The 3rd Hora is ruled by the Lord of the 6th week day, counted from the 2nd Hora Lord. Similarly it proceeds in the same manner, till the first Hora of the next day is taken over by the Lord of that day himself. Whichever Grah rules the birth Hora, gets the Hora Bal. Horas are to be calculated for mean local time and not standard time of births. But Hari Jee here it has been mentioned that the Hora begins from the sunrise.
