The stronger one will tend to dominate. However, the dasa periods, transits etc will play an important role in determining which results will be given. For example I have a chart with Aquarius in 7th house. Saturn is placed in 5th and Rahu in 6th houses. Rahu in this case has 2 more planets (Mars and Venus) with it whereas Saturn is placed alone.For chart analysis should I take Saturn as 7th lord placed in 5th or Rahu as 7th lord placed in 6th? A friend of mine who is more learned straightaway takes the stronger of the two, whereas I tend look at only the planets giving minimal or no importance to nodes when it comes to examining this issue. Not only is it that the nodes can be considered as lords of signs, but the nodes can even be considered for raja yogas and parivartana yogas. I gave a few examples at my workshop on Vimsottari dasa a couple of weeks back. JFK become president towards the end of Rahu dasa. I showed how Rahu (lagna lord) was taking part in a raja yoga and hence the third part of his dasa gave the results. In the chart of William Rehnquist (US chief justice), Jupiter gives a special raja yoga, as he occupies lagna in shadvargas (that's a special maharaja yoga mentioned by Parasara). In dasamsa, Jupiter and Rahu have a parivartana (Jupiter is in Aq and Rahu is in Sg). I showed that Rahu gave the results of Jupiter's raja yoga in his career. He became chief justice soon after Rahu dasa started. Always consider nodes for accurate predictions.
