Real Planetary Strengths

This is my first post here.

 

I am confused on how to arrive at the real strength of a planet.

 

For example:

 

My Lagna Lord is placed in 2nd house, conjunct Rahu, aspected by Sun,

Ketu and Mars.

 

He is in old age in a Gantaka position between two rasis.

 

He has a shad bala value of 1.16

 

Vimsopaka Bala Values:

 

Shad Varga = 8

Sapta Varga = 9

Dasha varga = 11

Shodasha varga = 10

 

He is Vargottamic but retrograde.

 

I am confused if my Lagna Lord is strong or not.

 

My Details:

 

October 10, 1968, 3:15 PM, Salem , India.

 

Is my Lagna Lord Saturn Strong? or Weak?

 

I request to please go through my chart and analyze this for me..
