I request senior members and gurus to correct my basic analysis. 1) Lord of 10th (mer) is in conjunction with lord of 9th (sun). This gives a very powerful Rajyoga. According to BPHS, this person will share kingdom, leads to kingship or royal status (in modern scenario, it refers to high govt. position). Please note that Saturn is combusted. 2) One more rajyoga. A mutual relationship exist between lord of 7th house (mer) and lord of 9th house (sun). This elevates the status of native in terms of success, recognition and status. 3) See another rajyoga, the lord of the navamasa sign which the moon occupies, resides in a kendra or trikona from lagna or mercury (saravartha chintamani) Here, Moon is in quadrant with mercury, so this rajyoga also exist. Ther person is or becomes a commander or equivalent to ruler. 4) one more (Jamini Raj Yoga) - Moon and venus together. This elevates the status of native in terms of success, recognition and status. So this was just some yogas, that I managed to inferred regarding the IAS selection. It might be of some help to you.
