When a planet is combust you an no longer see the planet at any time during the day or night - its rays are ineffective and can therefore only be harmful. But combustion can not just be judged alone to determine whether a planet looses all its power to help things out in the chart. You also have to check how far a planet is from its exaltation point. The closer to the exaltation point, the more favorable a planet's rays become. So you have to take the average of the two, which is known as Ishta and Kashta, a common calculation in most astrological softwares. A planet with 40 or more Ishta will always be supportive, even if a natural malefic. A planet with 20 or less Ishta will always be harmful, even if a natural benefic. A planet with between 20-40 Ishta will act as per its natural qualaties, so a benefic will act be supportive and a malefic harmful. Ishta itself can not be used all by itself if a person wishes to make accurate predictions. Any planet in own navamsa, exaltation navamsa, or vargottama will be a supportive factor regardless of its Ishta. And any planet that is in debilitation Navamsa or inimical navamsa will be a harmful factor, even if its Istha is high or even if it is a natural benefic. There are a few other considerations to make before make a 100% decision upon a planet's wellbeing, but it is much mor ecomplicate to explain, and does not happen too often, the above is what should always be considered.
