I personaly think that our birth chart (or palm) can not reveal our 'entire destiny and limitations'. It is the only single face of a multidimentional space. For example we live in this world where we all are leading in 'Kaali Yug', so both our fate and free will can not escape from that influence. Similarly the place where you live play a great role. Logically think the numbers of accedental or un-natural deaths in Palestine and Afghanistan are very high as compare to other peaceful lands, so anyone live in those place should have a greater probability of dyeing. Similary a man born in USA or Janpan automatically gain many additional rights and facilities which are not available in any other third world country. This means that he is under the influence of the Chart (destiny) of his homeland/region. The mass-casualties occure due to natural phenomena like earth quak, flood, volcano, and etc or it may happen because of a terrorist attempt. This can be judge only from Mundane Astrology not from individual charts. When such sort of mega-killing happens at that times we heavely comes under the influence of mundane charts and dashas of counteries in which we are residing. We are all on a journey, governed by the natural laws and subject to time and the place. 2. Moon being the closest graha effect us most individually, as you go away from the earth to the outer planets like Neptune, Uranus and Pluto they affect to a city, state or a country. 3. Destiny of a state or country does not change quickly because the planets Neptune, Uranus and Pluto take centuries to complete a cycle around the Sun. They take decades for just changing from one sign to another. 4. You have mentioned "Kali Yuga"… The cycle of the yugas begins with "Sat Yuga" which started in the East just as the Sun rises in the East. That period was the glorious period for India. The "Kali Yuga" is the end of the cycle, which is taking place in the West, just like the Sun would set in the West. So is the glorious period for the West. 5.
