A query on when and where to apply astrology

Respected Gurus,

 

My question is somewhat related to physics:-

 

Can astrology be applied to any cosmic event/cosmic object to analyse

the nature and future course of such an event/object? For example, let

us take nuclear physics. Can one predict the life and course of a

neutron based on the time at which it was created? (Assumption here is

that we can measure the time of creation of a neutron exactly.)

 

I am sorry if this question does not make sense.
