Need a time zone

Dear Jyotishas,

I do need a time zone for Ustkamengorsk in Kazaksthan. The Jaganath Hora

states 7 h,

while Shri Jyoti Star 6 house. It is on the same longitude as Allahabad in

India, where the time

zone is 5h 30 minutes? Can anybody help?
