Anyhow i shall try to answer the same. i believe Rahu is debilitated in Dhanus and Ketu is debilitated in Mithuna. As regards the dasa question Rahu and Ketu are generally considered as karmic control planets and during their periods they fully facilitate the manifestation of karma stored. Here the case under consideration Rahu is placed in 9th in Scorpio and Ketu is placed in 3rd in Vrishabha alongwith Moon. Rahu is the co-owner of kumbha and Ketu is the co-owner of Vrischikha. Rahu gives the link to the 12th and 9th while Ketu gives the link to 3rd and 9th. Ketu is associated with Moon who represents travel/journey. The placement of Ketu in 3rd indicates change of residence (12th to 4th). Taking Rahu as the owner of Kumbha its placement in 9th in vrischika give scope for placement of UL in 3rd. Rahu is placed in Dharma kshetra(9th) whose sign dispositor is placed in 10th in Dhanu( karma kshetra) from where it influences the 7th by way of Rasi drishti. This again gives a hint of foreign journey. Transit of dashanatha atop antarnatha and transit of antaranatha atop dashanatha in general touches upon important and relevant issues. i believe that the chart as a whole should be studied for meaningful interpretation.
