Ista devta : stronger between ketu and other graha ketus longitude

In finding stronger occupants to judge ista devata. How Ketus s

longitude is to be taken. From end of the sign or from beginning of

the sign as for other grahas.

 

For example if moon and ketu are there and moon is more advanced than

ketu from beginning of the sign will moon be stronger. or ketu as

its longitude from end of the sign will be more.

 

Secondly what deity is indicated by this combination. Moon shall
