Importance of dispositors

Dear gurus/teachers/experts/honorary ppl,

1. If there is an exalted planet in a sign, and its dispositor in its

other house (like saturn in libra and venus combust in taurus), but

weak due to combustion or because of affliction from malefic, what

can be predicted about the exalted planet's strength?

2. I've read somewhere (don't remember the source) that if sun's

dispositor is combust, then unless the sun is debilitated or in one

of the saturn's sign, then the dispositor doesn't lose its

significations fully. It only becomes partially weak. Is it correct

in your view?
