Not only for Mars but for all planet. By having different lagnas any planet will rule over different houses i.e. Virgo may be the 2nd house for Leo but the 6th for Aries or 10th for Sagittarius, so Mars in Virgo may be placed in any of the 12th houses. Further, its dispositor (in this case Mercury) will be mastering over different issues (houses). This is the BASIC difference at the edge of a spoon. Blindly and in general terms (as no birth details are given), Mars (lord of 5th and 12th) in Virgo (the 10th) with a Sagittarius lagna will generally give mixed results during it's period though it suppose to be one of the best placements for Mars. The reason is obviously it's lordship over the 12th. I suggest that you study the relevant standard text related to the above and more important, the entire chart as it is impossible to draw any conclusions otherwise.
