Later in the book, in the FAQ appendix 5 he writes that initially chanting a mantra aloud causing the environment to soak up the spiritual energy and benefit anyone in the area. the second stage one chants more quietly, almost inaudible beginning to withdraw yourself from your environment and focus on your breath and gradually (with practice) in the 3rd stage the mantra almost dissolves into nothingness as you are left with the pure Bliss of the Divine.
