My experience tells that 8th lord is indeed bad and can provide lot of obstructions. I think you have heard of Vipareet raj yoga. dusthana lords in another dusthana weak, dusthana lords in kendras strong give this kind of raja yoga that is VRY. But there must not be too many fellows besides these dusthana lords as there might be transfer of power. 1. Two dusthana planet conjoing in a dusthana. The precondition of a strong VYR of this nature is that the lords should be weak. When this happen the significations of the dusthana suffer and the native gains from it. This mostly happens with the down fall of some of the native's enemies. Moreover the relations indicated by the planets naisargika and chara karakatwa also suffer when the native gains from the VRY. Here consider 3rd house also as dusthana besides 6/8/12. 2. Two dusthana lords strongly placed in a kendra (or trikona) and no other planet conjoin them (in such case there will be transfer of power to the third planet, whereby the karakatwa of the third planet will gain). Here the planets involved should be strongly placed unlike the 1st principle. In this case if the atmakaraka or the lagna has association with VR Yogakaraka, the native will himself gained otherwise the native will rise with rise of others. 3. In a general sense, 8th( a papi, a ) in the 9th is not good. It gives sickness of father or even death during it's data dependending on if 8th has a sambandh with a maraka(lord of 2,7) or other malefics especially Sani (Saturn). Secondly this is only a general outlook without considering other things. This 9th house if aspected by benefics will change things. Also look at the position of the 8th lord in Navamsha. This changes things as well. For this Lagna (libra), the planet Venus is considered benefic as it is the lord of lagna. Venus alone sitting in the 9th gives good results. Mooltrikon of Venus falls in Libra thus this planet is benefic inspite of owning 8th. So without looking at other aspects, I can say that it will be good for fortunes for the 9th house. Venus needs to examined very carefully before your question can be answered. 1) Determine the vargas it sits in using Vimshopak strenghts. 1b) Check his navmasa postions 2) Determin it's degrees 3) See who aspects it and where he sits 4) See which constellation he sits and sub lord of it. 5) Use shadbal to determine planetary strenght of it as well. 6) Judge this same Venus from Chandra lagna (see where it ends up) After done all this, combine your results. You will find that either Venus will act beneficially in the 9th or not. This will either lead to a benefic dasa or a malefic dasa. There are many things involved here. Hope this helps.
