They are of course considered as planets. GRAHA is one which can be perceived (YAD GRAAHYO TAD GRAHAH = one which can be caught); but Rahu and Kethu CATCH the planets by themselves and there is no eclipse to these nodes. So, classically, there are not Grahas; but are given the status of Shadow planets = Chaayaa Graha. They CAN NOT own any Rashi, and even do not have any DriShTi ie aspect. Arguing that nodes have aspects - is like saying that shadows can cast light on others! Yet, there are a few COHERENT points like Kendra/Kona/Upachaya etc from the nodes, where the other planets FEEL their effects. These points from the nodes are taken as aspects by some, which has no CLASSICAL proof or basis. Whether Kethu has head or not, does not matter here. Mythology can give hints but not astro-dicta. I think the word 'Graha' is loosely translated as 'planet' in English. Maybe there is no other word that comes close to it. Though we have 9 Grahas. But are there actually 9 planets? Moon is a satellite. Sun is a star. Rahu, Ketu have no physical existance. Some jyotishis of western origin have forwarded the hypothesis that the absence of nodes in Brihajjataka proves (to them) that Varahamihir came before Parashara. Others are astounded on hearing that because generally the 'feeling' is that Parashara was older than Varahamihira. In BPHS, as I have indicated quoting page and verse (Astrotreasures that survived time) the obvious discrepancy and conflicting opinions about ownership of nodes between the beginning and later part of BPHS (at least the popular Sharma version). For what it is worth, I wholeheartedly agree with you that mythological symbolism should be cautiously applied to jyotish and not unconditionally or too literally!
