It is about the 'Doom and Gloom" mentality that western astrologers have chuckled about a lot, and broken away from even in their framework. It is not very different from the practice that exists in many nations where garbage is neatly packed and left at the kerb on a weekly basis and gets picked up and most 'owners' and "creators" of the garbage do not even know where it ends up, whether it gets landfilled and in some cases even shipped out of the country to a neighbouring nation, etc. The 'blaming' and scapegoating in puritanical astrology (any and all kind) is very similar to this kind of 'garbage' disposal. The only problem is that where karmic garbage is concerned, often one packs up the garbage nicely, puts it in a timely manner at the kerb but the garbage truck does not show up and the garbage remains at the kerb despite all our best practices (fast, mantra, tantra, feeding sparrows, or dogs - blah blah blah!) This is because some of the garbage -- the "city" does not pick up and becomes the owner/creator's responsibility to dispose. I am sure this analogy is making sense to some individuals!!
