For that matter, rahu in 4th or 8th would not mean a permanent residence in a land away from birth for that matter. Find out what would indicate 'residence' in chart. Find which factors would indicate 'foreign' lands and cultures or moves abroad. See if a higher incidence of combinations thereof is seen in those who have actually lived in foreign lands for say 20+ years. See if there is a pattern that makes sense. If not, you would not be able to figure out when you face a new, unknown chart in a 'cold' reading which by the way is what most jyotishis face when giving a reading in real life. Of course, first you would need a collection of 'real' charts to begin this quest. I am sure all astrology experts have those because how else can they figure out if a combination really works, sufficiently often to be sufficiently reliable for future readings!
