Because Jupiter is debilitated in capricorn and its lord Saturn is not only in kendra but also in his exalted sign of Libra, neechbhang happens, notwithstanding retrograde. 2. Since Jupiter is getting friendly ascent from Sun(+Mars) jupiter's strength is further restored and jupiter would give benefic affect only. 3. Because of Saturn in retrograde, along with ketu and with full ascent from mars, the house of comforts would not give comforts and saturn gives malefic affect only but to a lesser extent. 4. Mangal bhanga has not happened and the native is a manglik. However, being with his best friend Sun that too in Lagna and with full ascent from the most auspicious jupiter, mangal would also be neutral if not benefic. So, in my opinion mangal is not a malefic here, even though he has the full ascent of saturn and is no wonder if it gives benefic affect also. If you differ, kindly advise and am open to a healthy debate on any subject.
