Kendradipati Dosha afflicts Subha Grahas, and since Guru is the best natural Subha Graha, he is most afflicted, because he always ends up owning two kendras. Techically, this is true. Lagnadipati doesn't get Kendradiati Dosha. But, in one book By Shri Tiruvenkatachariar, on Janma Rasi and Janma Lagna, he says that Budha Dasa is not that great for Mituna Lagna. I don't know about this - but, as with Neecha Banga and Neecha Banga Raja Yoga, maybe, nothing is fully nullified. Sani will cause problems even when uccha, and Guru will help even when Neecha. Maybe, the change is only up to a level.
