In shastra it is said plants and animals do not stand under the law of karma. It is described that the soul goes through a kind of evolution and like this passes different forms of life, which the plants are one of. The difference between us and the plant is the consciousness which can develop. In the human body it can fully develop, in a plant only a tiny little bit, it is some kind of un-consciouss state. In animals it is more developed, and one also receives karma by killing animals we interrupt the evolution, and they have to incarnate again, and due to their higher consciousness they experience pain, as they were harmed unrightiously, as they are innocent, free of karma. Didn't Ghandi say that as long as there will be slaughterhouses, there will be battlefields and wars?! But animals and plants are not influenced by karma and do not take birth due to karma. It is a question of evolution of the soul. But if one degrades in the human form, it could happen one falls back in that evolution, and goes back into the body of an animal or a plant.
