If that was the purpose why cant Mangal in 7 th house (of a girl) negate the Mangal in 7 th house(of a boy) or be it by position from where the person is deemed to be Mangalik. Does the Mangal in the 7 house (or any other house from where the person is deemed to be Mangalik) lacks the strength compared with the Mangal only in the 1 house. And only 1 house Mangal can negate the effect of a 7 th Mangal. My sis has Mars in 7th house and recently there was a match wherein the boy had Mars in 1st, it was something that our family astrologer said counts to harmony between them .. And that is the reason why people having Mangalik Dosha are advised to marry ones having the same dosha. It is pretty reasonable and logical. A person having a Mangalik dosha can marry a person with same dosha but i dont think there are any rules where person having Mangal in 7 have to marry a person with Mangal in 1. Possibly in your sis case family astrologer must be referring to a Guna Milap also. As that also forms one of the aspects once a Mangalik dosha is negated by marrying a Mangalik person. If anyone can support the above theory( person having Mangal in 7 have to marry a person with Mangal in 1), they are most welcome.
