Dear Tushar,

 

I do agree with your thoughts, there is no doubt that libra is a a

special sign, as libra i.e tula represnts justice (nyaya) , so saturn

is uchha in this house,becuase saturn reprents justice, also as sun

is neecha in this house (because only sun has to desends in libra)

but being sun in libra means a justice -soul so again a good thing

for worldly affairs,

 

and venus being lord of this house, beautify one for worldly affairs

and no other planet can do,

 

so upto some extent, we can say that mankind is being sustained (

(balanced) by libran's, being in mid of heaven ...
