In other words for any place how does one know that the sun has risen i.e. 1) Should one be able to see the top rim of the Sun, OR 2) Should one be able to see the top half of the Sun OR 3) Should one be able to see the whole Sun fully risen but just above the horizon. But what my Guruji and Sanjayji use is the tip of the sun's disk appearing to be on the Eastern horizon. This is based on a shloka from Varahamihira I think. But there are other lines of thinking also - which Jagannatha Hora has listed.
