Even if we see that if for sagg lagna the jupiter in aquarious will be in 3rd frm it. and 12th frm the own house of Meena. There is a basis for the order of the Rasis, starting from Aries, that can be related to man's spiritual development. Maybe contemplation along these lines will help understanding. That means in cancer it is shinging most and in capricorn its not shining that much.. According to Daivajna Vallabh:- (((Planetary States: Diptha (shining), Dina (miserable), Swastha (comfortable), Muditha (happy), Suptha (sleeping), Prapiditha (troubled), Mushita (robbed), Parihiyamanavirya (with power declining), Pravriddhavirya (with increased vigour), and Adhivirya (endowed with extreme power) are the ten planetary states: 1. When the planet is placed in its exaltation sign is called Diptha. 2. When it is in its debilitation sign, it is called Dina. 3. In its own sign, the planet is termed Swastha. 4. In a friendly sign, it is called Mudhitha. 5. In an inimical sign, it is called Suptha. 6. When it is defeated in planetary war, it is termed Nipiditha. 7. According to what you are asking the Sun is in Aries *shining* and then moving into Taurus and suddenly *sleeping*, and same with Venus moving from Pisces to Aries. So how is it different that Jupiter can go from *miserable* in Capricorn to *shining* in Aquarius? Are these not scientifically possible shifts in emotions? Just as children having a lot of joy one moment before an accident can come to tears in the next. Rahu also gets exaltation, but it is hard to imagine Rahu shining. Also, the nakshatra rulerships that you mention are Vimshottari lordships, and I do not know whether they can be used to assess exaltation, debilitation etc. In Visti's new book there is a similar list of Avasthas that follows: Dipta-excited-exalted; Svastha-confident-own sign; Pramudita-glad-friendliest sign; Santa-at peace-friendly sign; Dina-timid-neutral; Duhkita-distressed-enemy; Vikala-agitated-joined an inimaical graha; Khala-shaking-debilitation; Kopa-enraged-combustion; Now the way to apply this is that a person in one of these states will experience the results of the planets that are in the same state. Jupiter's exaltation in Aquarius is akin to the devaguru Brihaspati, teaching dharma sastra to Sani. So, that is an exception, when Jupiter was actually exalted, instead of getting debilitated in association with Sani maharaj! It is also said that Jup + San combination (in any sign) results in debilitation of Jup over a period of time -slowly- at the same time gives rise to Brahma yoga. Aquarius is the sign of Philosophers, is it not? So each sign has a story to tell.
