As you can see Mars owns 4th and Jupiter owns 5th - right! - forget about Mars 9th lordship for now. As we know the conjunction or mutual aspect of a kendra and trikona lord gives rise to a raj yoga. We see this yoga in Fraser's chart with the mutual aspect between 4th and 5th lords... For Fraser, Mars himself is a YogaKaraka as he owns both 4th(kendra) and 9th(trikona)...do you see this? These are very auspicious yogas, however, the affliction of the nodes, with Jupiter not strong enough to overpower Rahu and Ketu afflicting both 9th and 9th lord, detracts greatly from the beneficence of these yogas... Of course this is (only) my opinion...others may disagree, and I certainly welcome their opinion. I get the Jupiter in 3rd house Libra/Ve aspecting the 9th house Aries/Ma I still don't get how 4th and 5th LORDS Mars and Jupiter are mutual aspects to each other. I was not concentrating on the terms Kendra and Trikona and that was leading me astray. I understand the 4th Kendra and 5th Trikona lord Mar/JU mutual exchange as well as its Raja Yoga. I also understand the Raja Yogakaraka of 4th and 9th Lord Mars. As well as Ketu's placement in 9th house that weakens it. Too, I understand that 8th Lord Jupiter is more of a dusthana house than a Panaparas (in this chart) and is also Moksha, causing grief and obstacles toward spiritual transformation. 9th Lord Mars a Trikona does not exchange with 8th lord Jupiter.
