Western Astrology is of the opinion that when the sun returns back into the starting of the zodiac i.e. in Aries the point of starting exceeds by some minutes every year. On the other hand Vedic Astrology takes the point of starting as fixed and hence arises the controversy which you are talking of. This difference is called as Ayanansa(Seniors may correct me if i am wrong). Now, this difference between vedic astrology thinking & the western makes the planet move back in vedic astrology by "23 deg-53min" as on this date. So, if moon as per western astrology is at longitude 20 deg 53 min in Cancer then as per vedic astrology it will go backwards to gemini and will be in 27 degress in gemini ( 20deg-53min of cancer and 3 deg backwards of gemini i.e. 30-3 = 27) Hope this suffices your query.
