According to Pt Rath, Shakti form represents Palana Devi (Mother who nourishes & sustains), Shiv form represents the Guru Devata (who is all knower & hence is the Guru) and the Dasavatara of Vishnu to represent Ishtha Devata, who leada one to Moksha (liberation from the birth and life cycle). i hope somebody more knowledgeable will tell you the specific form of Shakti for you.
