A Level 1 query on time measurement

Hi,

 

Sorry for being daft, but there's something about the measurement of time that I don't understand.

 

We know that two successive sunrises must be 24 hours apart for any given place.

In actuality, over a season or so, this sunrise time shifts either forwards or

backwards. I'm sure that people living further from the equator than I will

experience this sunrise shift more markedly.

 

Why then is it that a ghati is always 24 minutes? Why shouldn't this also be

modified because BPHS says that there are 60 ghatis between successive sunrise

times? Please don't think that I'm trying to pooh-pooh an established

principle, but I need some explanation, that's all. I wonder what then happens

to the BL too...
