Dear Gurus & friends

Sub: Query on Exceptions in FB/ FM rules in BPHS

In BPHS, for each lagna, Functional Benefics & malefics have been defined, as I

have summarised in the following table. We know that there are many other

factors which decide the overall functional disposition of a planet, which let

us ignore for this query (eg Mn's phase, placement, yogas, conjunctions,

aspects, etc). My query here relates specifically to WHY THE EXCEPTIONS in

certain cases in the BPHS itself, ie contra to the rules in the BPHS itself (as

derived from the table), both of which are mentioned below:

A) Tabulated Summary of FB/ FM from BPHS: Functional Benefics: FB (+),

Functional Malefics FMs (-), Neutrals (=), Primary marakas (M), not commented

on (?), eg Ma as lord of 3 & 10 for Aq Lg is FM and maraka (query follows after

this table):

Note I am ignoring various other rules given in various texts, eg Lg lord always

auspicious, multrik related one, etc, as in the summary from BPHS specifically,

such rules would produce far more number of exceptions, than the above rules.

WHY the exceptions, as mentioned in the last column. Or are some of the rules wrong?
